Actually the white dull colour plating is not nickel. It is Tin. The Tin layer is used to cover the surface from being etched which is will be used later for finishing. In this case is Hot air Leveling. After Stripping the dry film, it goes to etch, then to tin stripper. That’s why you will see back the copper. Nickel stripper is very expensive.
